He has a PhD in Economics with a specialization in Planning and Development of Agriculture from the Sorbonne University, Paris III. He has 36 years of professional experience with professional permanence abroad for 27 years in countries such as France, Bolivia, Costa Rica, Nicaragua, El Salvador and Panama. He has been an international public official for 27 years at IICA and FAO and Consultant for ECLAC, IDB, World Bank, among others. He has formulated and executed massive technical cooperation and high impact projects. He is currently the Representative of IICA in Panama and promoter, together with the private and public sector, of the Plan Maestro del Agro of the Western Region.
